Deputy Prime Minister Alexander Novak has admitted that Western sanctions will push back Russia's target of reaching 100mmt of annual LNG output by "several years." The concession marks an official acknowledgment that coordinated restrictions on technology, financing, and shipping have meaningfully disrupted Moscow's energy expansion strategy.
