China said it was pushing ahead with a five-year plan to convert cities in the North around the capital Beijing to clean heating fuel led by natural gas instead of coal or coke until 2021 and beyond when the effectiveness of the programme would be assessed, according to the state-run National Development and Reform Commission (NDRC), which has nine other state companies on board.
