Excelerate Energy, the leading US provider of floating LNG import terminals, said its floating storage and regasification unit (FSRU), the “Exemplar”, arrived at the port of Inkoo, in Finland to become a Baltic regional supplier of natural gas.

The FSRU was previously loaded with a partial cargo of LNG which would serve as the initial commissioning cargo for the terminal.

The FSRU “Exemplar” has been chartered to Gasgrid Finland Oy for a period of 10 years.

“It will provide flexible, reliable, and secure delivery of regasified LNG to Finland and other Baltic countries,” said Excelerate.

Inkoo port is located on the Southern Coast of Finland and provides an optimal deepwater port at close proximity to the pipelines distributing the gas mainly to industrial end-users in the Baltic region.

The developer had made the move to enable independence from Russian pipeline natural gas.

The FSRU capacity alone is sufficient for the gas needs of both Finland and Estonia. Russian gas supplies through the Imatra entry point into Finland have been stopped since May 2022.

Finland already has two onshore LNG terminals at Pori and Tornio. They have been in operation since 2016 and 2018 respectively.

Infrastructure

“The arrival of the FSRU ‘Exemplar’ at the port of Inkoo represents an important milestone for Finland as it prepares to enhance its energy security and bring essential energy infrastructure to the region,” said Steven Kobos, President and Chief Executive of Excelerate.

“This is a tremendous accomplishment for everyone involved, and we are proud to have partnered with Gasgrid on this opportunity,” added Kobos.

In addition to providing regasification services under the time charter with Gasgrid, Excelerate said that through its recently formed Finnish gas marketing subsidiary, Excelerate Finland Gas Marketing, the US firm has executed an agreement for the sale of commissioning volumes and regasification capacity rights during the commissioning phase.

“Through this agreement, Excelerate Finland will be able to provide natural gas to downstream customers in Finland and other Baltic countries,” explained the Houston-based company.

Excelerate explained that the FSRU “Exemplar” departed drydock in Spain on December 6 where it underwent customer-requested winterization upgrades.

“The vessel subsequently procured its cargo from Excelerate’s global LNG portfolio via a ship-to-ship transfer with the FSRU ‘Excelsior’ near Gibraltar,” said the company.

“The ‘Excelsior’ recently completed its 10-year service in Israel and will go on charter to the Federal Republic of Germany in 2023,” it added.

The FSRU “Exemplar” is 291 metres long and 43 meters wide. It has a storage capacity of 150,900 cubic metres of LNG and can provide more than 5 billion cubic metres per annum of regasification capacity.

Excelerate Energy, the leading US-based LNG terminal provider in the form of floating storage and regasification units, reported much improved third-quarter results and higher future earnings prospects as projects advanced for Germany and Finland.

Excelerate posted net income for the three months to the end of September of $37.3 million compared with $1.4M in the 2021 quarter.

Revenues for Excelerate in the quarter showed a more than four-fold increase to $803.3M versus $192.1M in the same period last year.

The Texas-based company later confirmed at the end of the quarter the start of the charter process for a project serving Finland and the Baltic state of Estonia.

The Texas-based company also signed a definitive agreement to deploy the FSRU “Excelsior” to Germany for five years.

Excelerate’s “Exemplar’ completed another winter season delivering LNG regasification services to Argentina and in August departed the port of Bahia Blanca and sailed to Europe for maintenance and winterization.

Finland project

The FSRU “Exemplar” was first delivered in 2010 and is 291 metres in length and with a beam of 43 metres and capacity of 151,000 cubic metres.

“Finland’s charter hire commenced in October and winterization upgrades for the ‘Exemplar’ are ongoing,” said Excelerate.

“The ‘Exemplar’ is currently undergoing customer-requested winterization upgrades during a technical stop at the Navantia shipyard in Ferrol (northwest Spain),” said Excelerate

Excelerate and Gasgrid Finland previously announced an executed 10-year, time charter party agreement for Excelerate to provide LNG regasification services, which are expected to commence in the fourth quarter of 2022.

For the German agreement, the “Excelsior” is expected to provide regasification services at Germany’s planned LNG import terminal being developed at the North Sea port of Wilhelmshaven by developer Tree Energy Solutions and the German and French utilities E.ON and Engie.

“Excelerate previously announced that the company and Engie signed a term sheet for the deployment of an FSRU to provide flexible and secure LNG regasification capacity for Germany as it continues to seek alternatives to Russian pipeline gas supply,” said Excelerate.

The US company also recently ordered an FSRU newbuild from Hyundai Heavy Industries of South Korea to be set for hire in the second quarter of 2026.

Earnings overview

The company’s adjusted earnings increased over the prior quarter due to lower idle fuel costs, lower repair and maintenance expenses and higher margins from the Bahia Blanca seasonal charter in Argentina.

Excelerate said this was partially offset by an increase in expenses primarily driven by higher consulting costs to support the company’s transition to a public company structure, along with higher spending related to business development and marketing activities.

“Excelerate delivered another great quarter, demonstrating the strength of our flexible business model against the backdrop of the most significant energy market disruption in decades,” said President and Chief Executive Steven Kobos.

“We are successfully executing our strategy to deploy our flexible LNG infrastructure and pursue downstream opportunities to expand our reach in both new and existing markets,” added Kobos.

“Our portfolio approach to managing our FSRU fleet provides us with a unique ability to deliver the best solutions that scale with our customers’ needs in both developed and emerging markets,” stated the CEO.

The company added that it was increasing its full-year 2022 guidance range.

Adjusted gross earnings are now expected to range between $264M and $274M, up from $249M and $269M.

Elenger, the energy company in the Baltic state of Estonia, has taken delivery of the first of a Damen Shipyard-built liquefied natural gas bunkering vessel, the first LNG fuel supplier deployed in the Gulf of Finland to serve ships and shoreside small-scale customers.

The “Optimus” is 100-metres in length with 6,000 cubic metres of capacity in two type-C tanks.

The deployment of the ship involved multinational efforts from project participants in China, Estonia, Russia, the Netherlands and France.

“Its introduction is expected to accelerate the wider adoption of LNG as a cleaner alternative fuel in the Baltic Sea by providing a mobile and efficient ship-to-ship distribution service for the first time,” said Elenger.

The vessel loaded LNG in the port at Vysotsk island in Russia and headed to Tallinn in Estonia.

The bunkering vessel was built in China at the Damen Shipyard in Yichang City, located on the left bank of the Yangtze River.

The construction was overseen by French classification society Bureau Veritas.

Gas trials for the “Optimus” were completed in the Damen Verolme shipyard in the Dutch port of Rotterdam.

The owner of the “Optimus” is Estonian investment company Infortar and Elenger is the charterer.

“Optimus is designed to meet the requirements of ICE class 1A certification and to achieve green ship notation,” said Elenger.

“A dual-fuel propulsion system is used for the management of the boil-off gas in combination with a gas boiler system, and the interior of the vessel features high-quality accommodation for her crew,” added the company.

“With this first LNG bunkering vessel, Elenger has significantly expanded its LNG distribution business in the Baltic region,” said the company.

It has been supplying one of the leading regional ferry companies, Tallink Group, for the past five years, refuelling its LNG-fuelled RoPax ferry “Megastar” using multiple specialist trucks.

The “Megastar “will be one of the first beneficiaries of the arrival of “Optimus”, followed in spring 2022 by Tallink’s new LNG-fuelled RoPax ferry “MyStar”.

Ain Hanschmidt, Chief Executive of the Estonian-based owners, investment firm Infortar, said its strategy is to invest in safe and sustainable LNG supply for various maritime customers in the Gulf of Finland region.

The construction of the “Optimus” was supported by the European Union Connecting Europe Facility (CEF) funding programme and was co-financed by the leading financial services group in Finland, OP Financial Group.
