June 9 (LNGJ) - Pavilion Energy of Singapore and the UK major BP, through its trading arm in the Asian city-state, have signed a long-term LNG sale and purchase agreement (SPA) for the supply of around 800,000 tonnes of LNG per year to Singapore for 10 years from 2024. Beyond the supply of LNG to Singapore, both companies will strive to co-develop and implement a greenhouse gas (GHG) quantification and reporting methodology.

   “This agreement further strengthens our relationship with BP as Pavilion Energy advances our strategies for a lower carbon future, beginning with GHG emissions quantification, reduction and offsets for Singapore,” said Frédéric H. Barnaud, Group Chief Executive of Pavilion, a subsidiary of Singaporean wealth fund Temasek.

The trading units of Qatar Petroleum and Pavilion Energy of Singapore have signed a 10-year LNG sale and purchase agreement for the supply of up to 1.8 million tonnes per annum to Singapore with each shipment having full greenhouse-gas quantification from well to discharge port.

QP Trading LLC and Pavilion Energy Trading and Supply said the SPA would start from 2023.

Each LNG cargo delivered under this agreement will be accompanied by a statement of its likely GHG emissions.

The deal is the result of a tender that Pavilion Energy launched earlier in 2020.

In addition to reliable and competitive long-term supply to Singapore, the tender sought a commitment from the supplier to co-develop and implement a GHG quantification and reporting methodology for LNG along its value chain.

Pavilion Energy said it expected this methodology to become standardised as a common industry framework via a statement of GHG emissions, paving the way towards more environmentally responsible and sustainable natural gas strategies.

Saad Sherida Al-Kaabi, the Qatari Minister of State for Energy Affairs and President and Chief Executive of Qatar Petroleum said he was pleased with the SPA after a competitive process.

“The agreement reflects our commitment to respond to the needs of our customers, including supply security, price competitiveness and flexibility,” Al-Kaabi declared.

Pavilion Energy Chairman Mohd Hassan Marican noted that the inaugural LNG cargo Pavilion Energy imported into Singapore for downstream supply in 2018 originated from Qatar.

“We are delighted to enhance our strategic relationship with Qatar Petroleum, the world’s largest LNG producer,” said the Pavilion Chairman.

“This partnership will strengthen our core Singapore market and our role as a global energy trader,” he stated.

During a signing ceremony, Frédéric H. Barnaud, Group Chief Executive of Pavilion Energy, said the deal illustrated the support of Qatar and Singapore for lower global emissions.

“In the context of energy transition towards a low-carbon economy, this partnership is testament to the sustainability drive of both companies and the strong willingness of Pavilion Energy to pursue decarbonisation and offset strategies,” added Barnaud.

Pavilion Energy launched the world’s first tender in March 2020 with carbon neutral ambitions. The methodology is expected to be developed based on internationally recognised standards.

The company launched a request for the proposal, which comprises three components: supply of up to 2 million tonnes of LNG per annum for Singapore; ideas for greenhouse-gas emission reductions; and collaboration on the methodology.

Pavilion Energy, the Singaporean company owned by the city-state wealth fund Temasek, has performed the first commercial ship-to-ship liquefied natural gas bunkering operation in the Port of Singapore as part of efforts to create an Asian LNG Hub.

The operation comprised a reload of 2,000 cubic metres capacity of fuel onto a small-scale tanker at the newly-modified second jetty at the Singapore LNG (SLNG) import terminal at Jurong Island, followed by a ship-to-ship transfer to the receiving heavy-lift commercial vessel.
 
“Pavilion Energy’s first commercial ship-to-ship LNG bunkering operations in Singapore demonstrates our strong commitment and capability to deliver a comprehensive suite of LNG bunker supply solutions to Singapore and the region,” said Mr. Frédéric H. Barnaud, Group Chief Executive of Pavilion Energy.

“We are very pleased to have achieved this shared milestone in close collaboration with the Maritime and Port Authority (MPA) and SLNG Corporation, and with the support from various stakeholders, partners and customers,” added Barnaud.

Ms Quah Ley Hoon, CEO of the Port Authority, said that as the world’s largest bunkering port, Singapore is committed to provide a range of fuels to meet the future energy needs of the global shipping industry.

“We congratulate Pavilion Gas for completing this ship-to-ship LNG bunkering operation in the Port of Singapore safely and look forward to more of such activities taking place in our Port,” she added.

Through its wholly-owned subsidiary, Pavilion Gas, a licensed LNG bunker supplier in the Port, Pavilion said it continued to be at the forefront of change for cleaner and more responsible solutions with LNG bunkering. 

Pavilion Energy demonstrated its truck-to-ship bunkering capabilities in 2017, and further expanded its bunker logistics with the charter of its first LNG bunker vessel newbuild in February 2019.

The 12,000 cubic metres capacity re-fueling vessel with Mark III Flex membrane LNG storage tanks from French company GTT is set for delivery by 2021.

“We strongly believe that LNG will become the worldwide fuel of choice for bunkering in the long term, and SLNG is well-positioned to facilitate this development,” said Tan Soo Koong, CEO of terminal owner SLNG.

“We are keen to work with all stakeholders and invest in infrastructure as necessary, to help grow LNG bunkering here,” he added.
